Website Under Review: burghleycapital.com
Claimed Founding Date: 2017. The company genuinely was incorporated on 1 November 2017 โ but the domain served nothing but a redirect for seven and a half years. The 2017 date is true and simultaneously misleading, because the business on the site is not the business that existed in 2017.
Corporate Identity: The site, terms and footer all say "Burghley Capital Pte. Ltd." The application form's advisory-account T&Cs say "Burghley Capital Management Pte. Ltd." โ same UEN, different name. It is not explained which one you contract with.
Regulatory Status: The MAS Financial Institutions Directory contains 3,649 licensed and registered entities. Burghley appears in none of the relevant lists. Yet the application form states the company "complies strictly with MAS Notice SFA04-N12" โ the AML/CFT notice imposed on capital markets intermediaries.
Contact Details: +65 3107 1440, [email protected], [email protected]. No named directors, no LinkedIn presence, no Trustpilot page.
Services Marketed: "Wealth management," "asset and portfolio management," "strategic advisory," ESG and "long-only" strategies โ aimed at institutions, corporates and high-net-worth individuals.
What You Actually Sign: An "advisory account" โ not a fund subscription. Fees accrue per transaction, and the T&Cs grant the firm a right of set-off against "any account assets."
Client-Fund Protection: None identified. No custodian, no segregated-account statement, no compensation scheme, no insurance. Singapore has no statutory investor compensation scheme for fund management, so the absence matters more here.
Overall Risk Assessment: High. A regulated-looking wealth manager with no regulator, no disclosed assets, no named people and no custodian is an unverified proposition regardless of how polished the website is.
Burghley Capital Review: Asset Manager or Marketing Operation?
Burghley Capital presents itself as "a leading Singapore-headquartered global investment management firm with deep specialist expertise in long-only asset management." It publishes a Marina One address, a Singapore phone number and a UEN.
All three are real. What is missing is everything a depositor would use to check the firm: a licence, an asset figure, a named human, a custodian, a fund, a return series. On the evidence available, the operation reads as branding built ahead of substance โ a dormant shelf company revived, dressed in a Webflow template and pushed out through paid newswires.
We rate it a provisional 1.0/5.0. Nothing found proves fraud. What was found is a firm that cannot currently be verified as a regulated manager by any public register.
๐ฉ Key Red Flags About burghleycapital.com
1. It holds no MAS registration of any kind
We searched the MAS Financial Institutions Directory by name and by site. The directory lists 1,579 Capital Markets Services licensees, 124 exempt CMS entities (only 45 exempt for fund management), 71 Licensed Financial Advisers and 573 exempt FAs. Burghley appears in none of them.
Managing money for third parties in Singapore requires a CMS licence or a specific exemption. A firm doing neither is either relying on a narrow private exemption or operating outside the perimeter. Either way, it is not "MAS-regulated" and does not say so plainly.
2. It invokes a MAS notice it is not registered under
The application form asserts compliance with "MAS Notice SFA04-N12" and name-drops the CDSA. Both are real. But SFA04-N12 binds capital markets intermediaries โ the status the firm does not appear to hold.
Citing a notice you are not subject to is technically accurate and rhetorically effective. It produces the impression of supervision without ever claiming a licence.
3. It changed its own name inside its own contract
Everywhere else the entity is "Burghley Capital Pte. Ltd." The advisory T&Cs you accept at the bottom of the application form say "Burghley Capital Management Pte. Ltd."
The UEN matches, so this is probably carelessness. But the entity name on a client agreement is the single most important detail in an offshore-style structure, and here the firm cannot reproduce its own name consistently.
4. The company is nine years old; the website is eighteen months old
Wayback Machine records for the domain: a bare 301 redirect in August 2018, then nothing until 30 May 2025, when a real page appears for the first time. The Webflow site ID timestamps to early May 2025.
So between incorporation in 2017 and mid-2025 there is no archived web presence at all. A firm with nine years of institutional history normally leaves more trace than that. The 2017 date is used for credibility; the operating record starts in 2025.
5. The domain sat as a redirect for seven years
The 2018 capture is a 301 โ meaning the domain existed and pointed elsewhere. Nothing was ever built on it. This is the classic signature of a company registered, parked, and then revived once someone decided to market it.
6. No named humans
There is no team page, no leadership section, no bios, no photographs, no director names, no CFA or CFP credentials โ despite the site's own article claiming that certifications demonstrate expertise.
The only person named anywhere on the internet is Martin Wei, and only as a press contact. No LinkedIn profile was found for him in connection with the firm. No MAS representative registration could be checked, because there is no licence to check against.
7. No assets under management
An asset manager that does not publish AUM is asking you to take scale on trust. Burghley does not publish it โ not on the site, not in any of its dozens of press releases.
In the same releases it calls itself "leading" and "global." Leading relative to what is never established.
8. No custodian, broker or bank named
You are never told who holds the money. The T&Cs refer to "account assets" and a right of set-off, implying the firm controls the account, but no third-party custodian is identified.
For an unlicensed manager this is the critical gap. There is no regulator to complain to and no named third party to trace funds to.
9. The LEI has lapsed
Legal Entity Identifier 254900Z9IX50HZ3GYG36 was registered on 27 May 2025 โ the same month the website launched โ and expired on 27 May 2026. Status on the register: LAPSED, four months ago.
An LEI costs little and proves nothing about regulation. Letting it expire is a small signal that maintenance is not a priority.
10. The footprint is bought, not earned
Search the firm's name and you find dozens of "news" articles โ Yahoo Finance, GlobeNewswire, Morningstar, Business Insider Markets, openPR, Invezz, ACCESS Newswire โ all carrying near-identical boilerplate: "founded in 2017โฆ UEN 201731389Dโฆ long-only asset management."
These are paid syndication placements, not reporting. There is no independent coverage, no journalist has profiled the firm, and the boilerplate contradicts itself between releases โ "long-only asset management firm," "fund management and private markets strategies" and "investment and advisory firm" appear across them.
11. The legal documents are unmodified templates
The privacy policy cites GDPR and the Swiss FADP but never mentions Singapore's PDPA โ in a Singapore company's policy. It also claims not to collect data from anyone "under the age of 21," which is not the Singapore position.
The terms of service are a US-drafted template: 34-jurisdiction country switcher, "United States and international copyright" law, American Arbitration Association rules, US-format date stamp. The cookie policy has the same origin.
12. Onboarding takes your passport before any agreement exists
The application form requests passport or driving licence, proof of address, employer, net worth band, and an e-signature โ collected through an embedded JotForm โ before any fee schedule, custodian name or entity clarification is provided.
No minimum investment is stated. Nothing indicates what happens after submission, how funding is remitted, or on what terms.
13. The fee structure is transactional, not managerial
The only fee disclosed is "a commission fee of 1% on each security or financial-instrument transaction," plus unspecified "custodial or regulatory" charges, deducted from your account.
A 1% per-trade commission is a brokerage model. A discretionary manager usually charges a management fee on assets. Burghley markets "portfolio management" but contracts an "advisory account" โ the two are not the same thing.
14. The investor subdomain does not work
ip.burghleycapital.com is referenced in the site's header as a preconnect host. It serves one file โ a geo-redirect script โ and no portal. The logic inside is hardcoded if ('US' === 'SG'), which is always false, so the redirect never fires.
There is no client login, no portal, no account access of any kind on the entire website.
Smaller issues worth noting
A blog article is stamped "Updated on 7 September 2022" on a site that launched in 2025. The Marina One West Tower address is a tower that houses multiple serviced-office operators, so a #06-07 unit is plausible without being a dedicated office. The phone number sits in the 3107 block, a range commonly used for VoIP. The terms of service link "EULA" to the homepage, which has no EULA on it. Individually trivial; collectively the pattern of an unfinished build.
Is burghleycapital.com Safe to Use?
On the evidence reviewed it is a high-risk, largely unverifiable proposition. The concern is not that the company is fake โ the ACRA record, UEN and address are genuine and mutually consistent. The concern is that every layer above the registration is unproven: no licence, no assets, no people, no custodian, no funds, no returns.
A visitor sees a 2017 founding date, an ESG section, a Marina One address and syndicated "news" coverage, and reasonably infers an established regulated manager. In practice the 2017 date belongs to a dormant shell, the coverage is paid, and the regulator has never heard of them.
Before transferring anything, obtain in writing: the exact contracting entity and its UEN; confirmation of which MAS exemption, if any, applies; the name and jurisdiction of the custodian holding client money; the full fee schedule including custody and exit costs; and the withdrawal terms.
๐ What Would Change Our Rating
This is a provisional rating based on evidence available on 29 October 2026. Most of the following is cheap to fix, which is why the low score is fair rather than harsh:
- State plainly whether the firm holds a CMS licence or operates under an exemption โ and which
- Reconcile "Burghley Capital Pte. Ltd." and "Burghley Capital Management Pte. Ltd." in the contract
- Publish AUM with a stated methodology
- Name the custodian and confirm client money is segregated
- Name the directors and principals, with verifiable history
- Renew the lapsed LEI
- Replace the US templates with Singapore PDPA-compliant documents
- Publish a fee schedule and minimum investment
Establishing a licence and a custodian alone would move this from "high risk" toward "moderate."
โญ Analyst Conclusion
We assign burghleycapital.com a provisional 1.0/5.0 because the firm cannot currently be verified as a regulated asset manager by any public register, and because the credibility signals it leans on โ a 2017 founding date, "leading global" language, syndicated news coverage, MAS notice references โ all degrade on inspection.
The sharpest single finding is the regulatory vacuum. The MAS directory holds 3,649 entities; Burghley is in none of the lists that matter, while its onboarding form cites a MAS notice by number. Everything downstream โ no AUM, no named people, no custodian, a second trading name, a lapsed LEI, template legal pages and a broken portal subdomain โ points the same direction.
This does not prove fraud. It does establish that the firm has not yet demonstrated, anywhere publicly, the things a depositor needs.
โ burghleycapital.com FAQ
Is burghleycapital.com legit?
It is a real Singapore company (UEN 201731389D) incorporated in 2017 and still active. Whether it is a legitimate asset manager is unproven: no MAS registration, no disclosed AUM, no named staff, no custodian. Provisional rating 1.0/5.0.
Is Burghley Capital regulated by MAS?
Not on any list we could find. It does not appear among Capital Markets Services licensees, exempt CMS entities, Licensed Financial Advisers or exempt FAs. Yet its application form claims compliance with MAS Notice SFA04-N12.
Why did we not find it on the MAS register?
Most likely because it holds no licence and no exemption requiring listing. Firms relying on narrow private exemptions can operate without appearing on the directory โ but they should then say so on their own site. Burghley does not.
How old is Burghley Capital?
The company is nine years old. The website is eighteen months old. The domain redirected elsewhere from at least 2018 until 30 May 2025 and had no archived content before that.
What does Burghley Capital actually sell?
An "advisory account" with a 1% commission per transaction, marketed as wealth and portfolio management. No fund, no unit price, no audited return series, no stated minimum.
Is my money protected if I deposit?
Unknown. No custodian is named, no segregation is confirmed, and Singapore has no statutory compensation scheme covering fund management. The firm's own T&Cs grant it a right of set-off against account assets.
